Application Review Date The First Review Date for this job is: February 29, 2012 Departmental Overview Reporting to the Executive Director of Student Services Implementation, this new position is part of a team responsible for the design and implementation of a related group of Student Services Initiatives that will serve the entire UC Berkeley campus. This team works collaboratively with the Student Services Design Team, central campus offices, respective functional owners (Undergraduate Admissions, Financial Aid, Registrar, academic units), and department managers to successfully launch the following initiatives: Academic Commons (CalCentral), Web Based Academic Planning and Registration Tools, Advising Toolkit, Communication and Information Hub, and Enhanced Financial Planning and Bill Paying. These initiatives will transform the student experience from a highly fragmented delivery model towards a more seamless and full-service online experience.
This is a 24 month contract position with the possibility of extension. Responsibilities 30% - ANALYSIS: Applies advanced business systems concepts to define highly complex systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements.
Provides highly complex and in-depth analyses related to implementation and delivery of 5 student services initiatives for the campus in the areas of Academic Commons (Cal Central), Advising Toolkit, Communication and Information Hub, Financial Planning and Bill Paying Tools and Academic Planning and Registration Tools. Must accounts for changes which may impact employees, existing systems, change management issues, coordination and communication with campus departments, training related to new system, and addressing policies related to the implementation of the 5 student service initiatives.
Initiates, designs or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
Performs highly complex analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications.
30% - DESIGN AND DEVELOPMENT: Creates highly technical specifications for systems with broad impact on campus.
Initiates and designs automated system specifications where there are no standardized policies or procedures.
Plans and executes unit integration and acceptance testing.
Leads cross-functional teams to solve complex business or systems issues. Directs the organization, coordination and data gathering for departments across campus to prepare for implementation of the Student Servies initiatives. Works with departments to audit data and to prepare for transition to new process/application or other initiative components.
May lead of team of business systems professionals. Guides and advises less-experienced Business Systems Analysts.
Works at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.
20% - COMMUNICATIONS: Serves as the liaison to the Communications Manager to develop and coordinate policy communications related to initiative; formulate strategies for training and implementation.
Communicates, both in writing and orally, objectives, assumptions, alternatives and solutions to both technical and non-technical audiences.
Provides user support and training on new applications.
Initiates, facilitates, implements and documents work process changes.
20% - PROJECT MANAGEMENT: Writes Request for Proposals (RFPs) or portions of the RFP document.
Develops proposals and recommendations to guide and support a broader strategic direction for the organization. This may include working with members of OE initiative project team, campus management and/or outside vendors to comes up with training materials, complete a timeline, and communicate with department liaisons. Required Qualifications . Requires advanced knowledge of the business analysis function. . Requires knowledge of other related areas of IT. . Requires advanced skills associated with programming design, modification and implementation. . Requires interpersonal and communications skills in order to work with both technical and non-technical personnel at various levels in the organization. . Has skills needed to develop conversion and system implementation plans. . Ability to quickly collect, process and structure large amounts of data and distill it down to key conclusions. . Ability to translate business information requirements into logical data models, diagrams, and user cases. . Strong presentation and facilitation skills. . Ability to coach and motivate various stakeholders within a business process and across various levels in the organization. . Ability to adapt to a changing environment and work both on the macro and micro level. Attention to details during process modeling and a big picture view of an end-to-end process in the overall business context. Preferred Qualifications . Knowledge relating to the design of applications programs across the campus. . Knowledge of department processes and procedures. .
