Summary: The CFO Field Operations unit of Lawrence Berkeley National Laboratory (LBNL) has an exciting full-time career opportunity for a Sr. Resource Analyst (25.3) matrixed to the Physical BioScience Division, supporting world class science. The Physical BioScience Division is an interdisciplinary division bringing the full range of the physical sciences to bear on important problems in biology. Together, PBD scientists and engineers are building on the advances in the physical sciences and modern biology and exploring the growing synergy that is occurring in the two fields. This position operates within LBNL?s financial policies and procedures, to provide detailed and comprehensive planning, analysis, and budgeting services to PBD?s senior management team and staff of scientists. Major sponsors of the Division?s research are the U.S. Department of Energy?s (DOE) Office of Biological and Environmental Research (OBER) and Office of Basic Energy Research (BES), and the National Institutes of Health.
Job Duties: The successful candidate will work independently to: ??Oversee all day-to-day financial aspects of the Physical Biosciences Division projects including budget formulation, monitoring, control, analysis and reporting that are considered complex and diverse in nature. ??Provide financial guidance and strategies critical to Principal Investigators (PIs) and project leaders in all aspects of financial management including proposal preparation, contractual and reporting requirements, cost accounting standards (CAS), and Laboratory/UC/DOE budget and financial policies and procedures. ??Using advanced financial management principles and concepts, independently develop standard and ad hoc reports, budgetary models, spreadsheets and systems for capturing and reporting critical financial data. ??Prepare financial reports and regularly exchange information on funding and costs with Principal Investigators and division management. ??Provide spending profiles, complex analysis and forecasting of level of effort and expenses. ? Track and monitor costs, analyze variance of actual costs versus budget, and recommend and initiate potential courses of action as necessary. ??Process resource adjustments as needed and maintain adequate records to support possible audits. ??Prepare DOE proposals, field work proposals, LDRD proposals, and Work for Others proposals. ??Manage multiple performance periods, terms, conditions, contractual obligations and restrictions. ??Communicate and interact effectively with PIs, division management, Office of the CFO, budget staff with other Divisions, program office or funding sponsors, and other external sponsors.
Qualifications Required: ??Bachelor?s degree in accounting, business or economics, and/or the equivalent of a minimum of five to eight years experience in financial management functions in a research, academic or large/complex organization. ??Advanced and applied knowledge of budgeting, cost accounting standards, and accounting principles, including GAAP ??Broad knowledge, experience and achievement in planning and managing portfolios of complex budgets funded from multiple sources having varying contract terms and conditions. ??Demonstrated experience in providing advanced financial analytic and consultative services is required. ??Substantial and advanced experience with spreadsheets and financial databases, such as Excel and PeopleSoft financial applications, as well as other PC software such as Microsoft Word and PowerPoint is a must, including creating effective reports and presentations, with the effective use of charts and graphs. ??Strong organizational, analytical, and problem solving skills and the ability to multi-task and deliver thorough, accurate and comprehensive work on tight deadlines. ??Excellent written and verbal communication skills and the ability to interact effectively with a broad range of internal and external customers.
Desired: ? Masters degree or equivalent in accounting, finance, business or related field, working knowledge of Federal Cost Accounting Standards and other Federal process and regulations, knowledge of LBNL, DOE and sponsor reporting requirements and audit policies. ??Knowledge of the University of California?s business environment and an understanding of LBNL and DOE financial policies and procedures. ??Knowledge of PeopleSoft financial applications is a plus.
